Michelle was appointed the Assistant Deputy Minister and General Manager, Liquor Control and Licensing Branch (LCLB) in January, 2017. Through administering the Liquor Control and Licensing Act and Regulations, LCLB works to protect public safety and minimize the health and social harms of alcohol by promoting safe establishments and communities, and enhances the public interest by enabling a vibrant liquor industry. LCLB engages with and carries out compliance and enforcement on over 10,000 small to industrial-size businesses as well as over 25,000 special events in most B.C. communities. Michelle provides leadership to LCLB staff in Victoria, Surrey, Vancouver and several other regional offices.

Michelle has been employed by the BC Public Service since 1996 in a variety of operational, economic development, negotiations, policy and legislative portfolios. Michelle came to LCLB from the BC Environmental Assessment Office where she was the Assistant Deputy Minister of Operations Division, accountable for conducting environmental assessments for LNG, oil, mining, wind, water, and transportation projects, worth an estimated $121 B in potential capital investment.

Michelle received her Bachelor and Master of Arts degrees from the University of Victoria in 1992 and 1997, and a Certificate in Advanced Leadership from the Sauder School of Business Executive Program in 2016.
